PROCUREMENT OF WORKS FOR:

 

 “Rehabilitation of Road from Qala-e-Now to Abkamari District Road Phase 1 Lot 1, Ch. 0+000 to Ch. 15+856 Km, (Asphalt Surface) Badghish, Province West Region.”                        

 

 

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business published on 26 March 2012.

                                                                                       

2. The Islamic Republic of Afghanistan, Ministry of Public Works has received a grant from ARTF-IDA through the International Development Association toward the cost of Afghanistan Rural Access Project (ARAP), and it intends to apply part of the proceeds of this Project ID: P125961 to payments under the Contract for project of  Rehabilitation of Road from Qala-e-Now to Abkamari District Road Phase 1 Lot 1, Ch. 0+000 to Ch. 15+856 Km, (Asphalt Surface) Badghish, Province West Region.”

 

3. National procurement authority representing, Administrative Office of the President on behalf of MPW now invites sealed bids from eligible and qualified bidders for Rehabilitation of Road from Qala-e-Now to Abkamari District Road Phase 1 Lot 1, Ch. 0+000 to Ch. 15+856 Km, (Asphalt Surface) Badghish, Province West Region.” The construction period is 17 Calendar Months from the start date of works.

 The main scope of work will be to rehabilitate the Road and ensuring traffic safety. The specific scopes of works are as follow:

Construction of 42 no slab culverts 2x1x8.6m

Construction of 5 no slab culverts 2x2x8.6m

Construction of 2 no slab culverts 6x4x8.6m

Construction of 4 washes with the length of 240m

Construction of 1 retaining wall with the length of 95m

Construction of 8 breast walls with the length of 1068.4m

Construction of 7126 liner meter stone pitching lined side drains

Road way embankment filling from barrow 73,000.00cum

Roadway embankment filling (cut to fill) 8,000.00 cum

Soft excavation in hilly area or along the road 152,000.00 cum

Excavation/cutting hard material (rock) with machines 13,000.00 cum

Excavation/cutting hard material (ROCK) that required blasting 3,500.00 cum

Improved sub-grade 38,000.00 cum

Construction of 15.856 km asphalt surface road with 1m shoulder on each side, which includes the following activities:

 

Bituminous premix asphalt concrete wearing course (30mm) 96,700.00 sqm

Bituminous premix asphalt concrete binder course (45mm) 96,700.00 sqm

Bituminous prime coat 96,700.00 sqm

Bituminous tack coat 96,700.00 sqm

Aggregate base course (150mm) 23,000.00 cum

Aggregate sub base course (crushed gravel) 28,000.00 cum

 

4. Bidding will be conducted through the National Competitive Bidding (NCB) a procedure specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and Revised on January 2011 and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

6.         Qualifications requirements include:

 (a) The minimum required annual volume of construction work for the successful bidder in any one of the last five years shall be AFN (324,000,000.00) Million.

(b)  Similar experience as prime contractor in the rehabilitation of road works of a nature and complexity equivalent to the works of value AFN (170,000,000.00) Million during the last five (5) years (to comply with this requirement, works cited should be at least 70 percent complete);

(c) Proposals for the timely acquisition (own, lease, hire, etc.) of the essential equipment for as given below:

  1. Liquid assets and/or credit facilities, net of other contractual commitments an exclusive of any advance payments which may be made under the Contract, of no less than the amount AFN (67,000,000.00) Million.

 

  1. For the purpose of calculating the annual volume of construction works, contract      value and assessed bid capacity the updated price level to 2013 shall be calculated as stated in ITB 32.3.

      

For detailed post qualification verification please refer to Section I. - Instructions to Bidders and Section II- Bid Data Sheet of the bidding documents. A margin of preference for eligible national contractors/joint ventures shall not be applied. 

7.     The bidders or their authorized representatives are invited to attend a pre-bid meeting. Pre-bid meeting will be held on 15 April 2017.  The time shall be at 09:00 AM local time and held at Procurement Unit, Project Implementation Unit (PIU), Afghanistan Rural Access Project (ARAP), Ministry of Public Works (MOPW), Address: 1st Macrorayon, Block # 1 (Administrative Block), Container Room No:16, Kabul, Afghanistan to clarify issues and to answer any matter that may be raised at that stage.

9.  Bids must be delivered to the address below in Kabul Office at or before 10:00 AM local time on 1 May 2017. Electronic bidding shall not be permitted. Late bids will be rejected.  Bids will be opened physically in the presence of the bidders’ representatives, who choose to attend in person at the address below at 10:00 AM. Local time on 1 May 2017

10. Validity of Bids:

Bids should be valid for a period of 90 days from the bid submission deadline,

11. All bids shall be accompanied by a Bid-Security in amount of AFN (7,000,000.00) (specified in ITB 17.2). The Bid security should be valid for 28 days after the Bid validity period i.e 118 days beyond bid submission deadline.
