1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business published on 26 March 2012.

                                                                                       

2. The Islamic Republic of Afghanistan, Ministry of Public Works has received a grant from ARTF-IDA through the International Development Association toward the cost of Afghanistan Rural Access Project (ARAP), and it intends to apply part of the proceeds of this Project ID: P125961 to payments under the Contract for Rehabilitation of Road from Maymana to Namusa-Ghar Tepa-Atakhan Khoja and Dawlatabad Phase 2 Lot 1, Ch 16+880 To Ch.32+430 (Gravel Surface), Faryab Province, North Regrion”

 

3. The Ministry of Public Works now invites sealed bids from eligible and qualified bidders for Rehabilitation of Road from Maymana to Namusa-Ghar Tepa-Atakhan Khoja and Dawlatabad Phase 2 Lot 1, Ch 16+880 To Ch.32+430 (Gravel Surface), Faryab Province, North Regrion”

 

The main scope of work will be to rehabilitate the Road and ensuring traffic safety. The specific scopes of works are as follow:

  1. Construction of 40 slab culverts 1.0x1.0x7.6m
  2. Construction of one slab culvert 2.0x2.0x12.0m
  3. Construction of two slabs culverts 3.0x2.0x7.60m.
  4. Construction of one slab culverts 6.0x4.0 x8.6m
  5. Construction of 1373 liner meter retaining wall at different locations with different height.
  6. Construction of 1505 liner meter reinforced concrete lined side drains
  7. Road way embankment  filling from barrow 75,000.00cum
  8. Roadway embankment filling (cut to fill) 2,500.00 cum
  9. Excavation in hilly area or along the road 6,500.00 cum
  10. Hard cut (rock) along road by machine 1,000.00  cum
  11. Hard cut (rock) along the road that required blasting 1,000.00 cum
  12. Improved sub grade layer 35,300.00 cum
  13. Gravel wearing course 21,250.00 cum
  • Construction of 15.550 km gravel surface road by 3.50m lane width and 1.5m shoulder at each side

 

4. Bidding will be conducted through the National Competitive Bidding (NCB) a procedure specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and Revised on January 2011 and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

6.         Qualifications requirements include:

 (a) The minimum required annual volume of construction work for the successful bidder in any one of the last five years shall be AFN 137.00 Million.

(b)  Similar experience as prime contractor in the rehabilitation of road works of a nature and complexity equivalent to the works of value AFN 75.00 Million during the last five (5) years (to comply with this requirement, works cited should be at least 70 percent complete);

(c) Proposals for the timely acquisition (own, lease, hire, etc.) of the essential equipment for as given below:

  1. Liquid assets and/or credit facilities, net of other contractual commitments an exclusive of any advance payments which may be made under the Contract, of no less than the amount AFN 22.00 Million.

 

  1. For the purpose of calculating the annual volume of construction works, contract      value and assessed bid capacity the updated price level to 2013 shall be calculated as stated in ITB 32.3.

      

For detailed post qualification verification please refer to Section I. - Instructions to Bidders and Section II- Bid Data Sheet of the bidding documents. A margin of preference for eligible national contractors/joint ventures shall not be applied. 

7.     The bidders or their authorized representatives are invited to attend a pre-bid meeting. Pre-bid meeting will be held on 06-May-2017.  The time shall be at 09:00 AM local time and held at Procurement Unit, Project Implementation Unit (PIU), Afghanistan Rural Access Project (ARAP), Ministry of Public Works (MOPW), Address: 1st Macrorayon, Block # 1 (Administrative Block), Container Room No:16, Kabul, Afghanistan to clarify issues and to answer any matter that may be raised at that stage.

9.  Bids must be delivered to the address below in Kabul Office at or before 10:00 hrs local time on 20-May-2017. Electronic bidding shall not be permitted. Late bids will be rejected.  Bids will be opened physically in the presence of the bidders’ representatives, who choose to attend in person at the address below at 10:00 hrs. Local time on 20-May-2017.

10.   All bids shall be accompanied by a Bid-Security in amount AFN 3,000,000.00 (specified in ITB 17.2).
