Deadline for Submission of Bids January 06, 2018; 10:00 AM hrs, Kabul Local Time        

 

  1. The Islamic Republic of Afghanistan has received financing from the Asian Development Bank (ADB) towards the cost of the Road Asset Management Project (RAMP) and part of the finance would be used for Periodic Maintenance of Kabul-Ghazni Highway Subproject. Start from KM 20+870 up to 55+000 KM (34+130KM) under the contract named above. Bidding is open to Bidders from eligible source countries of the ADB.
  2. The National Procurement Authority (NPA) on behalf of Ministry of Public Works (“the Employer”) invites sealed bids from eligible Bidders for the Periodic Maintenance of the first (34+130KM) of Kabul-Ghazni Highway subproject (“the Works”).
  3. National competitive bidding will be conducted in accordance with ADB’s Single Stage: One envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
  4. Only eligible Bidders with the following key qualifications should participate in this bidding:

 

  1. Financial
  1. The Bidder shall have an average annual construction turnover (calculated as total certified payments received for contracts in progress or completed) within the last Five (5) years of at least US$ 7.5Million.
  2. Using Forms FIN – 3 and FIN - 4 in Section 4 (Bidding Forms) the Bidder must demonstrate access to, or availability of, liquid assets, bank of statements, (other than any contractual advance payments) to meet the Bidder’s financial resources requirement indicated in Form FIN-4.

Liquid Assets mean cash and cash equivalents, short-term financial instruments, short term available-for-sale-securities, marketable securities, trade receivables, short-term financing receivables and other assets that can be converted into cash within ONE YEAR.

  1. Experience

The Bidder shall have participated in at least one contract within the last Five (5) years that have been successfully or substantially completed and that are similar to the proposed works, where the value of the Bidder’s participation as prime contractor exceeds one contract US$ 4 million. The similarity of the Bidder’s participation shall be based on the physical size, nature of Road works, complexity, methods, technology or other characteristics as described in Section 6, Employer’s Requirements.

The similarity of the contract shall be of Periodic Maintenance of Road contract or Road construction and based on the physical size, complexity, methods, technology or other characteristics as described in Section 6 (Employers Requirements)

  1. A pre-bid meeting will be conducted at 10:00 a.m. (Kabul time) on December 23, 2017 at the Ministry of Public Works, 1st Floor, Conference Room, Old Macrorayan, and Kabul, Afghanistan.
  2. Deliver your bid:

•        To the address above 

•        On or before the deadline: 06 January 2018; 10:00 AM hrs Kabul Local time

•        Together with a Bid Security as described in the Bidding Document.

 

Bids will be opened immediately after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.
