  1. BACKGROUND

 

The railway line between Sher Khan Bandar and Herat (through Shaberghan–Kushk Herat) will connect Central Asia to South Asia, the Caucasus, and the Middle East, mainly targeting the transport of bulk and non-perishable cargo such as cotton, cement, and bitumen, agricultural and off-highway construction equipment, oil and fuel, processed foods, and consumer products. The Shaberghan–Kushk Herat line connecting three borders will result in an integrated transport facility. It will increase efficiency of the transportation system of the country as well as of the region.

 

The Government of Islamic Republic of Afghanistan (GoIRA) plans to formulate a comprehensive Railway Development Program not only to improve connectivity for its own important cities and commercial places, but also with the neighboring countries.

 

  1. Project Objectives

The broad goals are to: (1) promote economic development and regional cooperation by improving the strategic railway link to northern Afghanistan, and (2) enhance the operational efficiency of the railways by developing the capacity of the Afghanistan Railway Authority (ARA) to operate commercially in a competitive environment.

 

Based on the above broad goals the following specific objectives of the study have been undertaken.

  • Creation of improved transport links across northern Afghanistan from Iran through, to, and between Turkmenistan, Uzbekistan and Tajikistan.
  • Improved accessibility to Afghanistan’s mineral deposits.
  • The Afghanistan Northern Corridor line will act as an extension of the Iranian line to Herat, creating a new rail corridor between northern Afghanistan/Central Asia and Bandar Abbas on the Persian Gulf.
  • Regional connectivity.
  • Contribute to the regional development in terms of economic transit and commercial goods.
  • Social and environmental safeguard development.
  • Provide a large-capacity transport channel, which would play a positive role in enhancing the economic and social development in Afghanistan.
  • Promote the commercial development of mineral resources along the line.

 

 1.2        The Afghanistan Railway Authority (ARA) was established in November 2012 within the Ministry of Public Works (MoPW) following the decision of the Afghan Government’s Cabinet.  Now it is an independent government authority and is the governing body for all railway sector planning, implementation of the National Railway Plan, development of network, operations and maintenance (O&M) of the railways in the country.  More importantly, ARA is responsible for the legal and regulatory policies governing rail investment, development, and operations.

 

Afghanistan Railway Authority, on behalf of the Government of Afghanistan, aims to recruit a firm for Feasibility Study and Detailed Design of New Rail Link Shberghan-Maimana-Badghis-Khushk- Herat (470 km approx.) in accordance with the Procurement Law and Procedure of the Government of Islamic Republic of Afghanistan.
