Assignment Title: Consultancy Services for Feasibility Study and Detailed Design of New Rail Link

  1. Background

The pre-feasibility study of the Farah- Lashkargah sector was completed by Sudop Praha company under ADB funding. The missing part of the railway link between Afghanistan (Lashkargah and the port of Gwadar) is vital for the development of the significant regional and international corridors e.g. Transport Corridor Europe-Caucasus-Asia (TRACEKA), Central Asia Regional Economic cooperation (CAREC), Lapis Lazuli, which are in progress. The Farah- Zaranj-Ameeran-Lashkargah will connect Chabahar port through Iranian railway line in future.

The Port started operations in 2008; while today it is getting expanded, including a free trade area, which is being modeled on the lines of the Special Economic Zone.

The special economic zone will include manufacturing zones, logistics hubs, warehouses, and display centers. Business established in the special economic zone is expected to be exempted from Pakistani income, sales, and federal excise taxes.

Based on the planned expansion, northern neighboring countries’ governments have announced plans to lay railway track from Tashkent, Uzbekistan, towards Kyrgyzstan with onwards connections to China and Pakistan's coast, requiring the immediate construction of the railway missing link in Afghanistan.

 

2. Project Objectives

 Linking Farah to Torghundi of Herat province which is border between Afghanistan and Turkmenistan, leading to central Asian countries

Regional connectivity

Improve railway connectivity to Iran and Central-Asia

Development of Railway transport infrastructure in Afghanistan

Employment and job creation;

Contribute to the regional development in terms of economic transit and commercial goods;

Social and environmental safeguard development

It is to provide a large-capacity transport channel, which would play a positive role       in enhancing the economic and social development in Afghanistan.

 It can promote the development of mineral resources along the line, so that the resources superiority can be changed into the economic advantages.

2.1    The Afghanistan Railway Authority (ARA) was established in November 2012 within the Ministry of Public Works (MoPW) following the decision of the Afghan Government’s Cabinet.  Now it is an independent government authority and is the governing body for all railway sector planning, implementation of the National Railway Plan, development of network, operations and maintenance (O&M) of the railways in the country.  More importantly, ARA is responsible for the legal and regulatory policies governing rail investment, development, and operations.

 

Afghanistan Railway Authority, on behalf of the Government of Afghanistan, aims to recruit a firm for Feasibility Study and Detailed Design of New Rail Link Farah – Zaranj - Lashkargah (420 km approx.) in accordance with the Procurement Law and Procedure of the Government of Islamic Republic of Afghanistan.

 

  1. Scope of the services

  1. Qualification Requirements/Short listing Criteria:

 

National Procurement Authority on behalf of Ministry of Public Works/Afghanistan Railway Authority (MPW/ARA), GoIRA, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services described under paragraph 3 above. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The short listing criteria are:

 

  1. The Consultant should be registered legal entity and should have been in business for the last 5 years in providing Consultancy Services of similar or related assignments.

 

  1. Annual turnover for any of the last three years (2014, 2015 and 2016) should not be less than equivalent to 2.9 Million US Dollars).

 

  1. The consultant shall provide proven experience for a minimum of two contracts with the value of USD 1.7 M (One Million Seven Hundred Thousand US Dollars)  having executed during last 8 years of similar nature indicating the duration, value and years of performance, which should showcase the expertise/ strength of the consultant for undertaking such assignments.  The consultants are required to provide copies of the similar contract. 

 

The Consultant while describing the assignment(s) for similar experience should furnish the following details: 

 

  • Consultant should explain in what way the executed assignment(s) was/were similar in nature to the current assignment.
  •  The Consultant should explain the exact role played by the Consultant in the assignment if the assignment was carried out in association with other firms as JV or in sub-consultancy for carrying out the assignment.
  • Key-person inputs provided by the Consultant in executing the assignment giving particulars such as qualification and experience of Key staff provided for the assignment (CVs of such key staff are not required to be attached) 

 

d) Consultant having some regional experience is desirable.

 

  1. Special requirements for Consultants working in Joint Venture, Consortium or Association:

 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. If consultants intend to associate with other firms, they are advised to clearly identify the lead partner and state the composition and nature of their association (JV/ sub-consultant) in their EOI.

In case association between the firms is in the form of JV, the following requirements will strictly apply:

  • In case of JV, the lead partner shall substantially meet the short listing criteria under section 4 above and only the firm meeting above criteria substantially shall act as the Lead Partner of the JV.  If more than one firm meets the above criteria substantially, any of those firms can act as the Lead Partner.

 

  • The Consultant should specify which firm in the JV would provide the required Key Staff and how that firm is competent to provide such a Key Staff.

 

There is no such requirement if the association is in the form of sub-consultancy.

The attention of interested Consultants is drawn to Chapter 4 of Procurement Procedure: Process of Request for Proposal, Saratan 1395 issued by NPA, Government of Islamic republic of Afghanistan.. In addition, please refer to the following information on conflict of interest related to this assignment as Rule112 of Procurement Procedure: All employees connected with this procurement, Evaluation Committee, Opening Committee, Award Authorities, Members of National Procurement Commission are required, prior to start or approval of any type of Procurement activity; to declare their state of Conflict of Interest in case such Conflict of Interest exist. The consultants are also required to maintain high standard of ethics throughout the procurement process.

  1. Method of Selection

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) set out in Rule 59 of Procurement Procedures.

 

  1. Submission of EOI

Expressions of interest must be delivered in a written form as per the formats attached in Annexure 1 to the address below (in person, by mail, or by e-mail) latest by 07, June, 2017 at 13:00 PM (Kabul Local Time).
